President: Farah Rahmaty
Farah Rahmaty is a co-founder of TLC and its President since 2010. Farah has been primarily responsible for the company's growth during the past two years.
Her philosophy for growth has been consistent with our company’s Guiding Principles of integrity and compliance, and includes a strong emphasis on customer service and
satisfaction, as well as promoting team-building strategies among company employees to achieve established benchmarks. Farah is also responsible for maintaining our
company's working relationship with various state and federal agencies.
Farah has earned her Master’s degrees in Counseling and Educational Administration from the George Washington University and California State University Fullerton,
respectively. Her interests are in IT training, and human factors and interactions.
CEO: Dr. Mark Toufanian
Dr. Mark Toufanian is a co-founder of TLC and its CEO since 2010. He is responsible for all regulatory, state licensing, national accreditation and business development matters pertaining to the company. Prior to founding TLC, he has worked in the IT industry for companies including Computer Sciences Corporation (CSC) and Intelsat. At CSC he was responsible for Telecommunications and IT proposal development, due diligence and transition for the outsourcing engagements for commercial clients including Dupont, Raytheon Systems, Southern Company and government clients including the US Department of Education and the U.S. Department of Health and Human Services (DHHS) Centers for Medicare and Medicaid Systems (CMS).
Dr. Toufanian has received his MS degree from California State University Long Beach and PhD degree from the University of California Irvine in Electrical Engineering.
